Employee Designee Affiliate Information

An Employee Designee Affiliate is an individual that is designated by a University of Maryland College Park employee to receive Campus-Based privileges in accordance with the guidelines of the University policy, VI-27.00(A) University of Maryland Policy on Access to Campus-Based Privileges and University Policy VII-4.51(A) University of Maryland Policy on Access to Campus-Based Privileges for Graduate Assistants, Graduate Fellowship Recipients, and Postdoctoral Fellows.

Who Can Request an Employee Designee?

Each Regular employee, Contingent II staff (if specified in contract), graduate assistant, graduate fellowship recipient, and postdoctoral fellow of the University of Maryland College Park may designate one qualified person in addition to themselves who shall be eligible for Campus-based privileges.

Who Qualifies as an Employee Designee?

To qualify for designation as a person eligible to receive Campus-based privileges, an individual must be at least 18 years old, reside continuously with the employee, and not be in a landlord tenant relationship with the employee. A person is qualified only so long as he or she continues to reside with the employee. Examples of such individual include spouses, domestic partners and adult children of employees.

Which Campus-Based Privileges Are Available to Employee Designees?

The Campus-based privileges for which a qualified designated person may currently be granted access are:

  • Use of University libraries.
  • Access to University Health Center Services (Note: Health Care plans are State of Maryland programs and not Campus-based programs.).
  • Access to Counseling Center.
  • Access to University Recreation & Wellness facilities, programs, and services at the affiliate membership rate.
  • Priority access to the wait list at the Center for Young Children for children of the employee and the designated individual.
  • Access to University Golf Course at the faculty/staff membership rate.
  • Access to Shuttle-UM.

Procedures to Set Up Services

Before a designated individual can receive Campus-Based Privileges, the UMCP employee must have their designated person established in the campus Affiliates System by UHR. Once the Employee Designee is entered into the system, the service offices will then have the access to verify eligibility for services. The procedures to “set up” an Employee Designee are as follows:

  1. The Employee must complete a Request for Employee Designee Affiliate form. On the Request Form, the employee must attest that they are in compliance with the Campus-Based Privileges Policy. The completed form should be mailed to UHR-Information Services Office, Chesapeake Building, Room 1100A, College Park, Maryland 20742.
  2. The Employee Designee information will be entered centrally by University Human Resources/Information Services Office.
  3. After the record is established in the system, the Employee Designee will be eligible for services identified in this policy. However, in order to begin receiving the Campus-Based Privileges, the Employee Designee will need to comply with the procedures for “set up” for each service area as follows:

Library Services

After complying with the UHR registration requirement, Employee Designees should:

  1. Complete the Libraries’ Community Borrowers’ Form, selecting “UMD Employee Designee” as your affiliation. 
  2. After receiving a confirmation email from the Libraries, visit the McKeldin Library Services Desk during regular library hours to receive your library card.

Once they have a library card, Employee Designees may borrow materials from the UMD Libraries’ general collections. For more details, visit the Libraries’ privileges page.

Health Center Services

Employee Designees will be treated like any other visitor at the University Health Center. Please adhere to the Visitor Policy and Procedures.

The University Health Center (UHC) exists to provide high quality, cost-effective health care to the campus community with particular focus on wellness and prevention. The campus community includes faculty and staff as well as students. Many visitors come to the campus to attend conferences, camps, sporting or cultural events and just to see the campus.

Counseling Center Services

An employee must comply with the UHR registration requirement.

  • Employee Designees are eligible for an intake session (with possible follow up for referral to off campus provider).
  • Employee Designees are also eligible for Career Counseling – E/V Package at the cost of $125, which includes an intake session with up to four additional sessions including testing.
  • The Counseling Center operating hours are:
    • During the summer and semester breaks Monday – Friday 8:30 a.m. – 4:30 p.m.
    • During fall and spring semesters Monday – Thursday 8:30 a.m. – 9:00 p.m., and Fridays 8:30 a.m. – 4:30 p.m.

University Recreation & Wellness (RecWell)

An employee must comply with the UHR registration requirement.

  • The Employee Designee must visit the Member Services Desk in the Eppley Recreation Center.  Hours of operation are generally Monday – Saturday, 8:00 a.m. – 9:00 p.m.,  and Sunday 10:00 a.m. – 9:00 p.m.
  • The Employee Designee must complete a membership form.
  • The Employee Designee will have the ability to purchase a RecWell membership at the affiliate rate. Please visit recwell.umd.edu for more information about facility access, programs, and services included with a membership.
  • The Member Services Representative will verify the Employee Designee’s eligibility for service.

Center for Young Children Services

An employee must comply with the UHR registration requirement.

  • Employee Designees will be noted as an affiliate per CAS on the wait list at the time of application.
  • Due to the demand for enrollment, the Center for Young Children (CYC) gives priority to university affiliates over community children for admission, but we still do not have space available for all university affiliate children in a given year, therefore some may go underserved.
  • The CYC hours of operation are 7:45 a.m. – 5:30 p.m., Monday – Friday. For inquiries please contact us at 301-405-3168.
  • The CYC will verify the Employee Designee’s eligibility for service.

University Golf Course Services

An employee must comply with the UHR registration requirement.

  • The employee designee can request a membership packet by calling Terri Piper at 301-314-9782 or by picking one up at the Golf Course Business Office between the hours of 9:00 a.m. – 4:00 p.m.
  • The employee designee must bring an ID when returning the membership application to the Business office.
  • The employee designee will be given the appropriate membership (i.e., junior, or faculty/staff membership) and receive all benefits for that category.
  • Designees will also receive the faculty/staff daily play rate and may be issued a golf ID card for routine daily play on a semester basis.
  • Memberships are renewed annually on March 1. The affiliate’s status will be reconfirmed annually through WOW Employee Look Up for membership to remain active.
  • For seasonal hours of operations please visit the Golf Course.
  • The University Golf Course will verify the Employee Designee’s eligibility for service.

Shuttle-UM Services

An employee must comply with the UHR registration requirement.

  • The employee designee can sign up for shuttle services at the Main Administration desk at the Department of Transportation Services in Regents Drive Garage (Building #202) during business hours, Monday-Friday, 8:00 a.m. – 4:15 p.m. or call 301-314-7256. At the time of registration, a letter will be issued to the Employee Designee which grants permission to ride the shuttle.
  • The fees are as follows:
    • $3.00 Per Day.
    • $68.00 Per Semester.
    • $34.00 Per Summer Session
    • $68.00 Per Entire Summer Semester
    • $136.00 Per Academic Year.
  • Employee Designees must obey rules governing conduct on shuttle vehicles the same as all other passengers using shuttle services. Please visit the Department of Transportation website for Regulations and Schedules.
  • The Department of Transportation will verify the Employee Designee’s eligibility for service.

Expiration of Services for the Employee Designee

An Employee Designee shall remain active in the system until the designation is either withdrawn by the employee or upon the employee separation from the University. For employee withdrawal requests, the employee must provide a written notice to the UHR/Information Services Office. This notification can be e-mailed to uhr-dataserv@umd.edu, mailed to the UHR-Information Services Office, Chesapeake Building, Room 1100A, College Park, Maryland 20742 or faxed to: 301-405-8243.
