2019 April COLA and Bonus Instructions

The following information provides important details pertaining to the April 2019 Cost of Living Adjustment (.5% COLA) and one-time $500 bonus that was approved by the Maryland Legislature last spring.

WHAT YOU WILL SEE IN PHR

All active employees within the following employment categories will systematically receive the .5% COLA and Bonus based upon the following eligibility criteria:

01-Tenured Faculty 
02-Tenure Track Faculty
03-Faculty Non-Tenured Term Contract
04-Graduate Assistant 
15-Faculty Non-Tenured Continuing Contract
20-Nonexempt Regular
25-Post-Doctoral Scholars 
33-Exempt Regular
37-Faculty Non-Regular-Non-Tenured 

AND have an active PHR appointment with a start date less than or equal to 03/31/2019 and an appointment termination date greater than 04/13/2019.

For the $500 Bonus

  • The one-time $500 bonus will be systematically applied to active employee records included in the above referenced employment categories, irrespective of sources of funds, with appointment start dates of 03/31/2019 or less and appointment termination date greater than 04/13/2019. 
  • The bonus will be pro-rated based on the employee’s FTE.
  • The bonus adjustment will appear in the 4/19/19 paycheck.
  • The bonus will be subject to all applicable Federal and State taxes.

For the .5% COLA

  • The .5% will be systematically applied to active employee records included in the above referenced employment categories, irrespective of sources of funds, with appointment start dates of 03/31/2019 or less and appointment termination date greater than
  • 04/13/2019.  
  • The bonus will be pro-rated based on the employee’s FTE.
  • The partial increase will appear in the 04/19/19 paycheck and full increase in the 05/03/2019.
  • Effective on or about 03/21/2019, a future salary change record will be created and displayed on the PHR “Base Salary & Funding/ Future Salary Changes.” Each record will have an actual change date of 04/01/2019 and a pay period effective date of 04/14/2019 for all of the above referenced employee categories.  A Salary Change report will be made available by campus Payroll Services to detail each system generated salary change. Please note that if there is an existing future dated record when this process runs, that record will be deleted.
  • Effective 04/10/19, the PHR system will create PHR pay adjustments for the above referenced employees. The pay adjustment will be for the period 4/1/2019-4/13/2019 and calculated as 13/14ths of the difference between the current pay period 21 biweekly salary and the new pay period 22 biweekly salary.
  • If manual COLA increases are created and approved on or before 4/9/2019, they will also have a system generated pay adjustment created providing the “Actual Change Date” used is 4/1/2019.  All “COLA” pay adjustments for pay period 21 will display through “PHR Pay Adjustment” and/or “PHR Pay Calculation” beginning Wednesday 4/3/2019.

HOW TO CHANGE, OR ADD TO, WHAT YOU SEE IN PHR

To make changes to COLA salary adjustments:

  • Delete the system generated COLA salary adjustment record by accessing the employee’s CURRENT PHR appointment and click “Salary and Base Salary Funding.”  Next, scroll to the bottom and click “Future Salary Change.” Finally, click “Delete.”
  • A new salary change can then be created from the current “Base Salary and Base Salary Funding” page using an “Actual Change Date” of 4/1/2019 and entering the modified base salary.  Release and approve the transaction on or before 4/9/2019.  You can also delete future salary changes by accessing the PHR appointment record from the PHR “Process” menu on the PHR “Search” page and clicking “Delete Future Approved Changes.”

CONTRACTUAL EMPLOYEES (Cat Stat 22 and 35)

Departments have the discretion to provide the COLA and/or Bonus for staff contractual employees.  When applicable, this will require manual actions in the PHR system. (Addendums must also be routed thru UHR if the COLA/Bonus is not already included in the
employee’s contract).

  • For the .5% COLA, these changes should have an “Actual Change Date” of 4/1/2019 and a salary change reason of COLA. The PHR system will then create automatic pay adjustments for these transactions provided they are approved on or before 4/9/2019 and the actual change date is 4/1/2019.
  • For the Bonus, a pay adjustment in PHR must be created and approved using the “Other Pay Adjustment” type with a Reason of “Bonus/Award.”
