Contractual Employees Health Benefits
Contingent I and Contingent II employees working more than 75% FTE or 30 hours a week and on contracts longer than 90 days may be eligible for subsidized Benefits through the State of Maryland and under the Affordable Care Act (ACA).

When can I enroll?
When you are a newly hired contractual employee or have a qualifying job change that makes you eligible for coverage, you will get an alert in your email from stateofmaryland@myworkday.com. This alert will contain the following information:
- SPS ID (also referred to as the W#)
- An initial temporary login link
I am renewing my contract. Can I change my coverage?
- No. Renewing a contract doesn’t allow you to change or enroll in new benefits.
- Benefits can only be changed upon a qualifying event or open enrollment. Please see When can I change my coverage on the main benefits page.
How can I log in and enroll?
Step 1:
- Find Employee SPS ID (W#) in one of three ways:
- The email you received from stateofmaryland@myworkday.com
- Your electronic earning statements
- Data Verification Screen from ARES (W# located under UID on demographic screen)
Step 2:
- Access SPS Workday using the link in your initial email
- Submit an SPS Workday password reset request if needed. (W# is required)
- Visit the SPS Workday help page for detailed instructions, first-time user guides, and password help.
Step 3: Access Benefit Events in your SPS Workday Inbox once logged in.
Step 4: Enroll for coverage. You must work more than 30 hours a week to maintain eligibility for subsidized coverage, if eligible.
- When enrolling, be sure to have scanned the required documentation, such as marriage and birth certificates, for a quick upload.
- Review the Benefits Guide and Rates, and have elections handy before logging in.
State of Maryland Benefits are not deducted from a contractual employee’s paycheck and must be paid Monthly directly to the State of Maryland. Please see “Making State Benefit Payments” below.
Contractual employees directly pay the Maryland Department of Budget and Management online or by mailing in payments with the issued Monthly coupon. You will be issued monthly coupons within 30 days of enrolling in benefits online through the State of Maryland Workday System. Your payment must be received BEFORE the due date or your coverage could be canceled. Please note that the State of Maryland Payment system can only be used after receiving your coupons in the mail.
Contingent I or II employees who work 30 hours per week or more (75% FTE or more):
- Contractual employees that regularly work 30 or more hours per week (75% FTE) are eligible to receive a “subsidy” of the total cost of medical and prescription coverage paid by the State/University.
- You will be responsible for paying the remaining 25% of the total cost of medical and prescription coverage.
- If you choose to enroll in dental coverage, personal accidental death and dismemberment insurance and/or group term life insurance, you will pay the full (100%) cost of these premiums.

Contingent I or II employees who work less than 30 hours per week (below 75% FTE):
- Contractual employees on contracts greater than 90 days who work less than 30 hours a week (less than 75% FTE) are eligible to enroll in plans at the full cost with no subsidy.

Contingent I (C1) Contractual Employees:
- Non-regular in nature.
- Paid on an hourly basis.
- May be seasonal or intermittent in nature.
- Agreements are written for up to six months.
- Agreements indicate expected hours of work
- Eligible to participate in State of Maryland Benefit Plans if the agreement is greater than 90 days:
- Over 30 hours/week eligible for state subsidy.
- Under 30 hours/week, pay 100% of premium.
- Must maintain working 30 hours per week or more to keep the state subsidy
- Eligible to contribute to Supplemental Retirement Plans
Contingent II (C2) Contractual Employees:
- Non-regular, salaried position with an Full Time Equivalency (FTE) of 50% or more.
- Has a written agreement (contract) for more than six months but no more than 12 consecutive months.
- Not seasonal or intermittent in nature.
- Eligible to participate in State of Maryland Benefits Plans:
- Over 30 hours/week (75% FTE or more) eligible for state subsidy
- Under 30 hours/week (less than 75% FTE), must pay 100% of premium.
