University of Maryland Regular Staff Leave Options for Illness/Disability
When Regular Staff (exempt and non-exempt) exhaust their accrued paid leave due to a temporary, recoverable illness, injury, or serious disability (excluding Advanced Annual Leave), several options are available:
A paid leave benefit offered to eligible employees who sustain a temporary, recoverable illness, injury, or serious disability and have no available accrued/paid leave. ASL constitutes a debt for which payment shall be enforceable upon the employee's return to work or upon the employee's separation from employment, whichever is earlier.
Eligibility requirements:
- Exhausted all other types of accrued leave
- Satisfactory record of sick leave usage and work performance
- No current ASL debt unless arising from the original illness/injury and maximum ASL was not originally granted
Advanced rate:
- First Year ASL: New employees accrue ASL on a prorated basis, earning 1.25 days per month of service.
- Subsequent Years ASL: Employees with over one year of service are eligible for a standard amount of ASL each year. The amount is based on years of service, with a maximum of 15 days per year.
- Maximum: There is a cap on how much ASL can be advanced in a single calendar year. The maximum is 60 working days or 480 hours.
Repayment:
- The minimum payback rate is 50% of sick and annual leave accruals each pay period.
- The employee may also elect to pay back ASL by applying additional earned leave or by reimbursing the University with cash.
Forms and Policy:
A paid leave benefit available to eligible employees who sustain a temporary, recoverable illness, injury, or serious disability.
Eligibility requirements:
- Minimum Service: Requires at least five (5) years of service with the University System of Maryland (USM) or state service.
- Leave Exhaustion: Must have used up all accrued/paid leave and not be eligible for Advanced Sick Leave.
- Performance: Maintain a satisfactory record of sick leave usage and work performance.
Amount of leave:
- Maximum of twelve (12) work months (52 work weeks) cumulatively throughout an employee's career with USM or state service.
Form:
A paid leave benefit, made up of pooled UMD employee unused personal leave, offered to eligible employees who sustain a temporary, recoverable illness, injury, or serious disability, have no available accrued/paid leave, and are not eligible for Advanced Sick Leave (ASL) or Extended Sick Leave (ESL).
Eligibility requirements:
- Minimum Service: Requires at least one (1) year of service with the University System of Maryland (USM).
- Medical Condition: Must have a temporary medical disability verified by a licensed medical professional with an expectation of returning to work.
- Leave Exhaustion: Must have used up all accrued/paid leave, not be eligible for Advanced Sick Leave (ASL) or Extended Sick Leave (ESL).
- Performance: Maintain a satisfactory record of sick leave usage and work performance.
Amount of leave:
- Maximum is one (1) day of leave for each month of service, capped at twenty (20) days per request.
Form and Policy:
AAL is a short-term advancement of up to 5 days of annual leave in a calendar year.
Eligibility requirements:
- Regular staff (non-exempt and exempt)
- The employee must have exhausted all other relevant paid leave options (personal, compensatory, sick)
- Have a demonstrated and substantial need for the leave requested that will not significantly impair operations in the unit
Repayment:
- Repayment begins upon returning to work through future earned annual leave
- Borrowed time will automatically deduct from accrued annual leave
- An employee may choose to repay ALL with other accrued leave or by cash reimbursement
Important Notes:
- AAL must be specifically noted on the timesheet for UHR to apply the leave
- AAL is a loan, not additional leave. The employee is responsible for repaying the borrowed days
