Spouse and Dependent Eligibility

Conditions of Eligibility

Hired prior to January 1, 1990

Dependent children are eligible for undergraduate and graduate level courses at any USM institution, as well as Baltimore City Community College, St. Mary’s College of Maryland, and Morgan State University, consistent with the tuition remission policy of that institution. Tuition remission shall not be available to the spouses of employees and retirees attending Baltimore City Community College, St.

Retiree Eligibility

Retirees of the University of Maryland are also eligible for tuition remission.

For the purposes of acceptance of the tuition remission requests, a “University of Maryland System Retiree” must be receiving State of Maryland retirement payment and/or optional retirement program payments, and have earned at least five years of USM service credit, inclusive of the former University of Maryland and Board of Trustees of State Universities and College institutions. Verification of retiree status may be obtained by contacting the Human Resources Office from which the employee has retired.

Tax Information for Tuition Remission

What Tuition Remission Benefits are Taxable?

The IRS does not require taxation of tuition remission benefits for undergraduate courses, unless the spouse or child is not claimed as a dependent on the employees’ tax return.

As of January 1, 2002, tuition remission benefits for employees for graduate level courses will no longer be taxed unless the amount remitted exceeds $5,250.00.

Employee Eligibility

The terms “regular-status faculty” and “regular-status staff” refer to an employee who is appointed to a position within the University System of Maryland through the approved budgetary and appointment procedures, with the intent that such appointment is for a duration of at least six months. Regular-status faculty and staff members are eligible for tuition remission.

Tuition Remission

Take advantage of one of the many great benefits of employment at the University of Maryland!

Eligible UMD employees and retirees who are taking courses or have dependents taking courses at any USM institution can submit applications through the USM Tuition Remission portal. This portal replaces the previous paper forms and the UMD Elf request system, making it easier to apply.

Long-Term Disability

Eligible employees have 90 days to enroll without medical questions (employees experiencing a qualifying life event have 60 days to enroll without medical questions). You can enroll in Long Term Disability at any time; however, if you enroll after your initial 90-day window, you will be required to answer medical questions.

Accidental Death and Dismemberment

General Description of Coverage

Accidental Death and Dismemberment (AD&D) is available to all active employees and their dependents who are eligible for health benefits with the State. AD&D is offered through MetLife. AD&D insurance provides beneficiaries with additional financial protection if an insured’s death or dismemberment is due to a covered accident, whether it occurs at work or elsewhere. Evidence of insurability is not required.

Life Insurance

MetLife offers two Life Insurance plans options sponsored by the State of Maryland Life Insurance Plan and University System of Maryland (USM) Life Insurance Plan (formerly UNUM). The State of Maryland MetLife plan offers Accidental Death and Dismemberment (AD&D). The USM plan offers Long Term Disability (LTD). Each plan is portable and offers dependent coverage.

Dental Plans

Dental coverage is available to all individuals who are eligible for health benefits with the University.  You may be enrolled in one of the two dental plans.
